In a bowl, whisk the eggs and milk together. Add in the salt, garlic powder, onion powder, and pepper and mix.
Add in diced red pepper and diced onion and mix again.
Spray a 13x9 pan with oil and pour in the egg mixture. Add the frozen tater tots evenly on top.
Cook for 55-65 minutes, pulling the casserole out 5 minutes before it's done to add the shredded cheddar cheese then placing it back in the oven to finish cooking.
Remove from the oven, cut into squares, and enjoy!
